CONEAT INDEX: It is a rate which measure both soils productivity and the location of the property.
 Was created in order to determinate taxes for each property in the hole country.
 
Soils Productivity: It is a gubernamental measure done for the hole country in relation with both geological 
 components of each area of the country and  aerial photographs interpretation scale 1:20.000. 
 
Property Location: depending on the location of the property (how far is from a city or route) determinates 
and increase or decrease of the CONEAT index.
 
The average CONEAT INDEX for the country is 100.
 
CONEAT SOILS: Each property could be composed by one or more titles owned by the same owner. Each title
 (plot of land) have a number called in Spanish PADRON (title number).
 
For each PADRON (title number) you will find a gubernamental:
 
1- Map of soils (each kind of soils have a number and also a description
(%of clay, % of Sand, slope %, etc. ,type of soils, etc)
 
2- Property location map. 
 
3- Description of each kind of soils in the property.

First a purchase agreement was done by the buyer  lawyer in which buyer promises to buy the property and the 
seller promises to sell the property and at this time the buyer should wire a deposit of about 10 % of the transaction
 in to buyer lawyer account. 
 
The condition for the sale is that the titles are good according to the title search to be carried out by the buyer lawyer. 
 
There will be a fine of 10 % of the transaction for whoever breaches the contract.
 
At this time begins the title search which should take from 45 to 60 days.
 
When the full title is ready the buyer receive the property and pay balance 90 %.

Transfer Tax - 2 % of the assessed value (seller and buyer)
 
Title fees (lawyer)- 3 % of the commercial value of the property

 CONEAT index) CONEAT index property, located 80 km far from a Capital City:
 
1- BPS Tax (Social Security) USD/ha/year 2  - USD/acre/year 0.8
 
2 -Land Tax  USD/ha/year 3  - USD/acre/year 1.2
